First TiCCA4DANU Open Discovery Workshop in Burgas District Advances Climate Adaptation Measures

The TiCCA4DANU project successfully held its first Open Discovery Workshop on climate change adaptation in Burgas District, Bulgaria 🇧🇬. Organised by the Burgas District Government, the workshop brought together more than 30 participants from public authorities, academia, civil society, and cross-border partners from Edirne Province, Türkiye 🇹🇷.

The workshop marked an important steTiCCA4DANU Open Discovery Workshop in Burgas Districtp in connecting Burgas Municipality’s newly developed Local Green Deals with wider climate change adaptation activities across the district. By linking local initiatives with district-level priorities, the event supported the development of coordinated and place-based adaptation measures for the region.

The event was opened by Prof. Tatyana Kotzeva, Deputy Regional Governor of Burgas District, and Maya Ruseva, Director of Strategic Planning at Burgas Municipality. The TiCCA4DANU Transformative Innovation team, represented by VDI/VDE Innovation + Technik GmbH and INFRAS, facilitated the workshop and guided participants through the exploration and prioritisation of regional climate challenges and possible adaptation responses.

A key contribution came from the University of Vienna and Vrije Universiteit Amsterdam, who presented their analysis of climate risks and adaptation measures in Burgas District. Their input helped participants better understand local vulnerabilities and identify concrete opportunities for action.

Throughout the workshop, participants focused on the role of the 13 municipalities in Burgas District as key drivers and initiators of climate adaptation ideas and measures. Discussions highlighted that effective adaptation requires stronger cooperation between municipalities, improved data exchange, and better coordination of new initiatives. The involvement of partners from Edirne Province also underlined the importance of cross-border collaboration in addressing shared climate risks.

The workshop resulted in several priority directions for future climate adaptation work in Burgas District, including:

  • a district-wide Climate Change Adaptation Strategy and Action Plan with a dedicated budget;
  • a district-wide GIS-based cadastral map;
  • identification of climate hazard-related crisis points, including allocated mobile response forces;
  • company-level climate adaptation plans, including public-private partnerships between insurance companies, local authorities, and SMEs.

As a next step, the TiCCA4DANU team will further develop these measures during a second Open Discovery Workshop in June in Burgas. This follow-up workshop will bring together local businesses, experts, public authorities, and other stakeholders to further concretise the proposed actions and support their implementation.
