From climate risk to local action: practical guides for regions and municipalities

A new collection of Quick Guides for Climate Adaptation helps regional and local authorities understand climate risks, explore tested responses and turn available knowledge into action.

Across the Danube region, floods, drought, extreme heat, storms and wildfires increasingly affect communities, infrastructure, ecosystems and local economies. Although every territory faces different conditions, authorities do not have to develop every response from scratch.

Developed by REGILIENCE+ in support of the EU Mission on Adaptation to Climate Change, the Quick Guides for Climate Adaptation bring together practical knowledge and experience from across Europe.

The collection covers eight major hazards:

  • River floods
  • Flash floods
  • Coastal floods
  • Storms
  • Ice and snow
  • Drought and water scarcity
  • Heatwaves
  • Wildfires

Readers can download the complete collection or choose the guide most relevant to their territory.

Each guide follows a clear pathway. It helps authorities:

  • Understand their risk using maps, data and assessment tools
  • Learn from measures implemented in other European territories
  • Identify suitable adaptation options
  • Assess proposed measures and reduce the risk of maladaptation
  • Explore European and national funding opportunities

The featured responses range from river restoration, sustainable drainage and water reuse to urban greening, early-warning systems, heat action plans and improved forest management.

Many climate risks in the Danube region are interconnected. Drought can affect agriculture and water availability while increasing wildfire risk. Heavy rainfall can cause local flash floods and contribute to wider river flooding. Extreme heat places additional pressure on public health, infrastructure and ecosystems.

For TiCCA4DANU territories and stakeholders, the guides can provide a useful starting point for discussing these challenges, reviewing possible measures and connecting local experience with wider European knowledge.

The examples should not replace local evidence or community engagement. Instead, they can complement territorial climate data and help authorities adapt successful approaches to their own environmental, institutional and social conditions.

Climate adaptation is already an immediate local priority. These guides make it easier to identify a pressing risk, explore what other territories are doing and move towards an informed response.
