As Europe intensifies its efforts to strengthen climate resilience, the European Environment Agency (EEA), together with the EU Mission on Adaptation to Climate Change, has launched a public consultation highlighting the crucial role of local and regional leadership in shaping Europe’s future climate resilience framework.
The consultation builds on the recently published article “Have your say: Local and regional leadership needed to shape Europe’s future climate resilience”, available on the Climate-ADAPT platform.

Across the European Union, cities and regions are increasingly exposed to climate-related risks such as heatwaves, floods, droughts and extreme weather events. These impacts place growing pressure on infrastructure, public services and local economies. In response, the European Commission is preparing a new EU framework on climate resilience, expected to be adopted in late 2026, with a strong focus on preparedness, prevention and anticipatory action.
A central message of the consultation is that local and regional authorities are at the forefront of climate adaptation. Their practical experience, territorial knowledge and engagement with local stakeholders position them as key actors in translating European ambitions into effective, place-based solutions. The consultation therefore seeks input from local and regional actors on what is needed to make Europe more climate-resilient in practice.
These priorities closely align with the work of TiCCA4DANU, which supports transformative climate change adaptation through place-based innovation pathways and the co-creation of Local Green Deals (LGDs). Working with four anchor city-regions — Burgas (BG), Debrecen (HU), Maribor (SI) and Suceava (RO) — the project explores how local leadership, multi-stakeholder collaboration and policy experimentation can drive systemic adaptation at the city-region level.
The public consultation is open until 23 February 2026 and invites cities, regions and stakeholders across Europe to contribute their perspectives. By feeding local and regional insights into the emerging EU resilience framework, the process offers an important opportunity to ensure that future European climate policies are both ambitious and grounded in real-world experience.
